Unfortunately, black oxide has a tendency to spot rust if not treated with a light coat of oil. I will be including the original bag, but the ratchet will not ship in the bag. The bag has, rust all over it. The item was shipped with a light coat of oil on it. You will want to steal wool and oil it when you get it.
