I don’t know a lot about these tool but It looks to be a Vacuum pump for air conditioning on automobiles. It’s a brand new Snap On tool but I think from the 1990’s. This was found in the estate of a long time auto body man and while it’s new the box sat on the shelf in his body shop the box isn’t very good looking now. The vacuum pump in side looks good still though.
